In the cold Siberian Laboratory where the TankTrouble Scientists are located, a mad scientist invents a new contraption that has the ability to control minds. All other scientists deemed the contraption to be too dangerous, and ordered for its destruction, but the mad scientist refuses to destroy his own creation, and is exiled from the laboratory.

This mad scientist goes on to seek revenge on the laboratory going by the alias of "Red_Penguin". His plan is to destroy the laboratory by building an army against them, using his mind control machine.
